Provincial Board now more careful in scrutinizing resolutions

CEBU, Philippines - Even before the Provincial Board could formally introduce corrective measures following the controversial Balili fiasco, members of the provincial legislative body appeared to be more prudent and thorough in passing resolutions that grants authority to Governor Gwendolyn Garcia to enter into memorandums of agreement.

Instead of approving on mass motion like what they did in the resolution that granted Garcia the authority to enter a MOA with the representatives of the Balili estate for the purchase of the 24.7 hectares property in Tinaan, Naga, last year, the provincial board yesterday ensured that all similar resolutions are discussed.

“After the famous Balili case we are now very careful,” acting presiding officer Agnes Magpale said.

There were four MOA resolutions calendared for approval yesterday but because of the zealousness of the board members to ensure that everything is above board and the repetition of the Balili incident is avoided, one of the resolutions was deferred until the appearance next session of the concerned provincial official.

The Provincial Board agreed to defer the resolution of PB member Peter John Calderon that seeks to authorize the governor to enter into a MOA with the Department of Health for the enhanced implementation of the province-wide investment plan for health.

The other MOA resolutions which were subjected to scrutiny by the members of the board before finally getting approval included the two resolutions sponsored by Vice Governor Gregorio Sanchez Jr. authorizing the governor to enter a MOA with the Do-Kyohan Karate Association, Inc. and the Cebu Tenpin Bowling Association., Inc.

Another MOA resolution which was eventually approved after scrutiny was that of Magpale authorizing Garcia to sign an agreement with the Japan International Cooperation Agency and the Department of Tourism for the development of tourism statistics system at the local levels.

Calderon also proposed yesterday that no resolutions should be approved without each member getting a copy. He likewise said that the titles of these resolutions should be read before recommending for approval.

Majority floor leader Victor Maambong objected to the proposal saying it would be very time consuming if all the resolutions should be read before moving for its approval. The body however agreed to discuss the proposal further during their caucus on Monday.

Magpale urged the other members of the board to be present during their caucus because “very important house rules might be discussed.”

Among the proposed changes in the practices of the provincial board is to drop the governor’s signature as the final approving authority in the resolutions that authorize her to enter into agreements with another party.

The members of the board agreed that it is “hilarious” for the governor to approve the resolution that grants her authority. Board Secretary Anecita Pasaylo said she is of the opinion that the signature of the presiding officer is already enough.

Although she said there are bank transactions that require the signature of the governor. The matter will also be tackled by the board in their next caucus. – Fred P. Languido/BRP   (FREEMAN NEWS)
