CNU building not in school records

CEBU, Philippines - The Commission on Audit has found out that a building worth P1.9 million constructed inside the compound of the Cebu Normal University along Osmeña Blvd. was not recorded among the school’s property.

The state auditors learned that the Alumni building was constructed in 1997 out of the Countrywide Development Funds of Rep. Rolando Andaya.

The fund was directly released to the Department of Public Works and Highways-7 regional office who implemented the construction.

The building was not recorded in the school’s accounting section as among of its properties because of the alleged non-submission of documents as basis for recording.

The CNU administrators have promised to comply with the recommendation of the state auditors to coordinate with the DPWH officials to secure the pertinent supporting documents as basis of recording the building.

The state audit procedures requires that the records in the property cards maintained by the property officer and in the ledger cards kept by the accountant should match with each other.

“Both records shall also be reconciled against the actual physical count which should be done at least annually in order to ascertain the existence and correctness of the account balance at yearend,” the state auditors said.

Meanwhile, the CNU officials were also advised by the state auditors to stop paying honoraria to instructors of Graduate School programs based on rates above P250 per hour.

It was learned that some of the instructors were paid as much as P580 per hour based on the prime hour teaching rate as prescribed by the Department of Budget and Management, which according to the state auditors is not appropriate.

The CNU administrative council unanimously agreed to implement the flat hourly teaching rate of only P250 per hour for Diploma in Professional Education classes. – Rene U. Borromeo/BRP   (FREEMAN NEWS)
