Worker who "manipulated" DTR investigated

CEBU, Philippines - The City Hall employee who was caught in the act of manipulating the daily time record of her fellow worker will be made to appear in a hearing on the incident on Friday.

City legal officer Marie Velle Abella said Glynis Alingasa, personnel of the Department of Engineering and Public Works, may bring a lawyer to assist her during the hearing.

Security guard Crisanto Factolerin caught Alingasa punching into the daily time record machine the attendance card of fellow employee June Nadine Sison. Sison and Factolerin were also instructed to be present in the clarificatory hearing.

If the allegation is proven, Alingasa may be dismissed from service for dishonesty.

Abella said Alingasa may be dismissed from service if she is found guilty. The Civil Service Commission is reportedly very strict on employees that are found guilty of dishonesty, even at first offense.

Alingasa has already submitted her counter-affidavit but Abella said the contents of which still cannot be revealed pending investigation.

If a prima facie case is established during the inquiry, a formal charge shall be made by the disciplining authority to commence a formal investigation. In the absence of prima facie evidence, however, the complaint against Alingasa will be dismissed.

Sison may also be included in the investigation if it will be found out that she was the one who ordered Alingasa to punch her DTR card. — Rene U. Borromeo/JMO        (THE FREEMAN)
