City Hall worker asked to explain punching in of co-employee's DTR
CEBU, Philippines – The Cebu City legal office has already ordered the female employee assigned at the city’s engineering department to formally explain why she was the one who punched the daily time record of a fellow government worker.
It was not immediately learned whether Glynis Alingasa was able to comply with the order for her to submit her explanation until yesterday afternoon, the deadline for her to do it.
Lawyer Marie Velle Abella was the one tasked by city legal officer Joseph Bernaldez to hear the case of Alingasa who was reportedly caught by security guard Crisanto Factolerin punching the daily time record card of her friend June Nadine Sison.
Bernaldez said Alingasa’s act is considered dishonesty, which could possibly earn her suspension from the active service if proven guilty of the offense. The act of illegally punching Sison’s DTR into the machine will show that the latter was not late in reporting to her job.
The members of the City Hall’s Civil Security Unit claimed they received reports about the illegal activity of some employees at the city engineer’s office. Some of its personnel allegedly arrive late in the office, but it would appear that they come on time because somebody would just punch-in their daily time record.
Shortly before 8 a.m. on July 3, Factolerin observed that Alingasa came back to the machine still bringing another DTR even if she had already punched her own card.
When the guard approached Alingasa and asked her whose card she had punched in for the second time, he discovered that it was owned by Sison.
Another City Hall employee told The Freeman yesterday that if the city government security guards and the officials themselves are vigilant enough, they can catch many more unscrupulous and dishonest government workers. — Rene U. Borromeo/WAB (THE FREEMAN)
