Subdivision residents seek parking ban on Apas access road

CEBU, Philippines – Residents of San Antonio Village in barangay Apas are asking the city to prohibit jeepneys, taxis, motorcycle-for-hires, and tricycles from parking on either sides of Lapulapu Avenue, a road that traverses the village from Camp Lapulapu leading to barangay Banilad.

Ma. Leilani Guinto, president of San Antonio Village Homeowners Association Inc., said the alleged rampant illegal parking in the area has tremendously hampered the flow of traffic to San Antonio Village.

Village officials, however, do not have authority over the road because while the village is private, roads are city-owned when then mayor Eulogio Borres accepted and signed the Deed of Donation from Buena Tierra Development Corporation, the developer of San Antonio Village, in 1974.

Aside from the issue on traffic, Guinto also said illegal structures have mushroomed in the area, which have also contributed to the worsening flow of traffic.

Councilor Raul Alcoseba, chairman of the Committee on Traffic Management of the Cebu City Council, had proposed that vehicles be banned from parking on either sides of some of the roads in barangay Apas, including Omega Street, San Miguel Road, and Mahayahay Road.

The village association is now proposing that Lapulapu Avenue be included in the list.

While this is the scenario in barangay Apas, barangay Mabolo, meanwhile, is asking the city not to ban parking along C. Borces Street, M. Borgonia Street, and L. Tudtud Street.

Mabolo barangay captain Reynaldo Ompoc said many of the residents who own several vehicles but do not have their own garage would be affected once parking along the roads mentioned would be strictly banned.
