Electronic legislation project gets support from NGOs

CEBU, Philippines – The Vice Mayors League of the Philippines has partnered with non-government organizations in implementing its project to upload to the web approved ordinances from cities and municipalities across the Philippines.

The project, dubbed as E-legis or electronic legislation project, is aimed to gather all approved ordinances since 1992 to a centralized electronic database so they can be easily retrieved and shared among legislative bodies throughout the country. The E-legis is also seen to encourage participatory governance.

At least two million documents are expected to be uploaded to the database.

Acting Mayor Michael Rama, national president of the VMLP, said he is thankful to Ayala Foundation and to some other NGO’s that have pledged to help implement the project.

Aside from the Ayala Foundation, the League of Vice Governors of the Philippines, Technology Business Incubator and InfoDev of the World Bank, and United Nations Children Economic Fund will also pledged to support to the project.

Romulo Valientes Jr. of Ayala Foundation explained they decided to retrieve ordinances passed beginning1992 since the Local Government Code was also enacted on that year.

Valientes said he will closely coordinate with local government units across the country for a speedy implementation of the project. — Rene U. Borromeo/JMO (THE FREEMAN)
