ALREADY 2 YEARS IN POST: Valmoria relief coming, PNP submits 3 names

CEBU, Philippines - Sr. Supt. Carmelo Valmoria, director of the Cebu Provincial Police Office (CPPO), who has stayed beyod the maximum allowable tenure of two years in his post will be relieved soon.

The Philippine National Police (PNP) has a policy that a police chief or director would have to relinquish his post after serving exactly two years in a city or province.

Otherwise, one would be tagged as “overstaying.”

Sr. Supt. Vicente Loot, the chief of staff of the Police Regional Office, visited Governor Gwendolyn Garcia yesterday morning to submit the names of probable replacedments for Valmoria.

Garcia said she does not want Valmoria to be replaced if there is no vacant position for him in PRO-7.

Valmoria was the chief of the Regional Operations and Plans Division before he assumed as CPPO chief in January 2007.

Garcia earlier warned that nobody can push her to select a nominee.

Garcia said that the provincial chief must have the following qualifications — technical qualification, excellence and a professional track record, a Cebuano and a very good reputation in his personal and private life.

She believes that one’s dealings in his private life may also affect his duties and responsibilities in public office.

The governor also wishes Valmoria to be the first CPPO chief to hold office at the new CPPO building, which is almost done.

 Valmoria is reportedly eyed as chief of staff of the Police Community Relations Group in Camp Crame.

Loot said that two of the three people eyed as replacement for Valmoria are Cebuanos.

They are Sr. Supt. Jesus Gacquing and Sr. Supt. Dennis Siervo. The third is Sr. Supt. Ricky Nerbes.

Gacquing is the head of Regional Mobile Group (RMG) 7 while Siervo heads at the Highway Patrol Group at the National Capital Region (NCR).

Loot said that the names of the police officials passed at the screening of the Senior Officer Placement and Promotion Board (SOPPB) and qualified to be the police director of the Cebu Provincial Police Office.

But Loot said that it is up to Governor Garcia as to who she will appoint.

Last April 13, Loot said that Camp Crame already ordered the relief of Valmoria.

Valmoria’s relief was however held after a member of the New People’s Army (NPA) filed a case against the police officer. — Garry B. Lao/NLQ   (THE FREEMAN)
