CSC stepping up drive vs. red tape
CEBU, Philippines - In its aim to hasten the delivery of services to customers, the regional office of the Civil Service Commission yesterday launched an advocacy program on anti-red tape.
This is in line with the agency’s objective to deliver more effective public service and intensify the advocacy against corruption in government processes as well as the recognition of outstanding and honest performance of government employees.
The Anti-Red Tape law seeks to abolish slow delivery of programs and services and apprehend anyone who takes advantage of slow government processes.
Aside from the information drive and implementation of the law, CSC and the Ombudsman had come up with a non-emergency government assistance hotline. CSC is mandating the publication and posting of the so called “citizens charter.”
CSC-7 regional director Atty. Judith Chicano said the citizen’s charter is a comprehensive listing of processes in government service line agencies.
It shows proper process in availing of a specific government service and includes price listing of payments and correct procedures in maintaining ratings of services.
With the citizen’s charter in place, fixers and irregularities would be avoided. The system will also improve with constant vigilance of the government agency and the people availing of the services
CSC-7 urged the media to highlight the achievements and good performance of government employees.
On the other hand, Deputy Ombudsman for the Visayas Pelagio Apostol said that people should report any case of irregularities in government to the nearest CSC office or to their office.
With the new program, he added they are hoping that the anti-red tape will be effectively implemented and other agencies will also follow.
In region 7, Bohol province and Toledo City will channel the said program so that other government agencies and cities will also follow. — Johanna T. Natavio/WAB (THE FREEMAN)
