Treasurer's office told: Explain early release of cash gifts

CEBU - The cashier, cash disbursement officers and merging-in-charge of the Cebu City Treasurer’s Office were told to explain the early release of cash gift and 13th month pay to some City Hall employees.

Ralph Sevilla, officer-in-charge of the Human Resources Development Office, said that what these personnel have done is in violation of Circular Number 11 issued by the Department of Budget and Management last October 31, 1996 which stated that the year-end bonus and cash gift shall only be released from November 15 to November 30.

Sevilla said he was informed that several CH employees have already received their year-end bonus and cash gift since last week.

Those who have received their benefits early are workers of the City Planning and Development Office, Department of Public Services, Department for the Welfare of the Urban Poor, City Treasurer’s Office, Management Information and Computer Services, City Accountant’s Office, City Administrator’s Office, City Budget Office, and employees under the Office of the City Mayor.

He is giving the said liable personnel 48 hours to explain in writing the reason on the early release of the said benefits, and have the written explanation notarized.

Sevilla added that administrative charges may be lodged against the responsible personnel if he does not find their reason just and satisfying. – Mitchelle L. Palaubsanon with reports from Elly Bolonos of BANAT News/MEEV (THE FREEMAN)
