Faelnar ok with Guadalupe split

CEBU – Guadalupe barangay captain Eugenio “Jingjing” Faelnar said he will support the call to split the barangay into two if majority of his constituents would wish for it.

“Wala g’yod na’y problema nako basta mosugot ang mga tawo,” Faelnar told The FREEMAN upon learning that some of his councilmen want to repeal a 2002 barangay resolution that blocks a plebiscite to divide Guadalupe.

Guadalupe is the largest barangay in Cebu City’s south district and even if sitios Banawa and Englis will be taken from its territorial jurisdiction, it will still remain a big barangay.

At present, Guadalupe has about 65,000 to 70,000 constituents, Faelnar said.

The so-called Banawa Separation Movement headed by Jaime Sala is hoping that Guadalupe councilmen Fred Gallardo and Bert Camo will pursue their promise to move for the repeal of the 2002 resolution and will ask support from their colleagues for the creation of a new barangay.

Even Faelnar’s son, Dino, who is also a councilman of Guadalupe, is reportedly in favor of splitting Guadalupe into two barangays.

Mayor Tomas Osmeña is also not against the division but said he does not like that Cebu City south district Rep. Antonio Cuenco revived the proposal only after he had a conflict with Faelnar.

Cuenco was scheduled yesterday to file before Congress the bill creating barangay Banawa-Englis and promised to look for the needed budget for the holding of a plebiscite.

The congressman said the P7.3-million budget for the goat dispersal project that Faelnar allegedly failed to implement would be diverted to fund the holding of the plebiscite.

Cuenco said the residents of Banawa and Englis are reportedly complaining because the Guadalupe barangay officials cannot cope with the huge size of the barangay. — Rene U. Borromeo/BRP (THE FREEMAN)
