Napolcom staff challenged to observe police efficiency
CEBU - National Police Commission-7 regional director Bernardo Calibo challenged his personnel to maintain the status of the said agency being a “cut above the rest.”
In yesterday’s 42nd founding anniversary of the Napolcom, Calibo inspired and challenged as well his Region-7 staff to “continue performing satisfactorily and be innovators of means to maintain the efficiency in the Philippine National Police organization.”
“I always want to emphasize that socioeconomic development lies greatly on the kind of law enforcement maintaining an environment suitable for investors. Its quality also depends greatly on the agency regulating it and that is us, Napolcom,” Calibo said.
He also said that the agency, for the past years, exerted much effort in boosting the moral of the police officers by providing them ways, and source of funds for them to use when facing countercharges in the line of duty.
Napolcom, he said, got the commitment of the Integrated Bar of the Philippines in Cebu and Negros to provide free IBP lawyers and pay litigation fees for policemen who are victims of harassment cases in the performance of their job.
Calibo said there was also a commitment from Cebu Governor Gwendolyn Garcia to give half-a-million-peso aid for the same cause, as well as from Siquijor Governor Orlando Fua, Jr.
The commitments are separate from the private law practitioners hired by Napolcom-7 for the policemen, including payment of photocopies of documents.
Another accomplishment for Napolcom last year was the gathering of thousands of signatures of policemen in Central Visayas supporting the proposed bill of Cebu first district Rep. Eduardo Gullas which maintains that a pending case should no longer bar promotions in the PNP.
Also, the giving of free paralegal tutorials to police investigators on the handling, preservation, and presentation of evidence was cited as another accomplishment.
The Napolcom was created to achieve a higher degree of efficiency in the organization, administration, and operation of local police agencies; and to place the local police service on a professional level. — Ferliza C. Contratista/MEEV (THE FREEMAN)
