Policeman found drug positive faces dismissal

The National Police Commission has ordered the Cebu Provincial Police Office to immediately start the summary dismissal proceedings against a member of Aloguinsan Police Station who was found positive for illegal drugs.

Dismayed by the result of the drug test conducted on PO1 Dave Agcol, Napolcom regional director Atty. Bernardo Calibo has directed CPPO director Senior Supt. Carmelo Valmoria to fast track the dismissal proceedings, saying “a drug using policeman has no place in the organization.”

At present, the CPPO is still in the process of obtaining and reviewing current evidences against Agcol.

Confirmatory tests conducted by the PNP Crime Laboratory show that Agcol’s urine sample, which was taken during a surprise drug test at Aloguinsan Police Station last July was found positive of drugs.

“More than 50 percent of crimes are drug related… much more when the enforcers are drug users themselves,” Calibo said.

Calibo is set to meet Valmoria and Aloguinsan police chief Senior Insp. Jose Rovic Villarin for the conduct of dismissal proceedings against Agcol.

Since Calibo assumed his office as Napolcom-7 head in 2007, this is the first time that he handled a case like Agcol’s.

Agcol was relieved from Aloguinsan police last Wednesday and was reassigned to the Provincial Security Service Group to make him readily available to face the administrative grave misconduct offense filed against him.

The police officer will also be facing a criminal charge for violation of the Dangerous Drugs Law or Republic Act 9165.

Calibo lauded Valmoria’s move to conduct surprise drug tests among police stations in the province.
