Outsourcing at Capitol renders P14M savings

Aside from increased job efficiency in the different offices of the Provincial Capitol, the outsourcing of personnel program initiated by Governor Gwendolyn Garcia gives the provincial coffers close to P14 million in savings.

Provincial accountant Marieto Ypil, who confirmed that the presence of outsourced personnel is strongly felt in his office, said that aside from the improved quality of jobs rendered by these employees, the Capitol was also able to save P13.6 million last year because of the program.

A report prepared by Ypil showed that the total amount saved is 19 percent of the cost had the provincial government directly hired regular and casual personnel to fill the vacancies.

By outsourcing manpower, Capitol only paid P20 million to the agencies instead of the P25.4 million for the direct hiring of personnel in the district hospitals.

Also, the province paid only P9.6 million instead of the P13.1 million intended for the non-medical personnel.

“The general policy of the provincial government under the leadership of the honorable governor is to save on cost where needed without jeopardizing the delivery of basic services to its constituents,” Noli Vincent Valencia, Human Resource Management Division head, said.

The presence of the outsourced personnel is also strongly felt in the Provincial Treasurer’s Office.

The outsourcing of personnel has greatly helped Capitol’s delivery of services since the agency is obliged to send a substitute worker in the absence of personnel, lawyer Roy Salubre said. — Joy Kareen T. Saliente/MEEV
