Pe wants cash reward for slain cop’s family
If only to put more integrity to rewards for heroic deeds, the city council’s committee on laws is now studying the legality of an ordinance that formalizes the granting of cash reward to the surviving family of PO1 Noriel Luague.
The policeman, a member of the Criminal Investigation and Intelligence Branch of the Cebu City Police Office, was killed last December while trying to serve a warrant to an alleged gun supplier of notorious fratman Aristotle “Ares” Aves.
The proposed ordinance entitled “An Ordinance giving reward to the surviving wife and son of the late PO1 Noriel N. Luague” was authored by councilor Augustus Pe, chairman of the council’s committee on public order and safety.
The purpose of the proposed ordinance, as stipulated in the ordinance itself, is to fulfill the promise of Mayor Tomas Osmeña to give assistance to the Luague’s wife and three-year-old son who were dependent on him when he was still alive.
The reward is the granting of authority for Luague’s wife and son to reside in one of the condominium units of the city for 10 years, free of charge.
Pe said it is inherent in the power of the executive body of the Local Government Unit to grant award to deserving individuals, much more to Luague and his surviving family members that have been affected by the policeman’s heroic deed.

Baclohan, in turn, was killed by Luague’s companion SPO2 Delfin Bontuyan of the Criminal Investigation and Detection Group.
Cebu City South District Rep. Antonio Cuenco even offered a scholarship to Luague’s widow, if she is interested in pursuing her studies.
