City stops road dev’t

The city government will enforce today an order for the stoppage of an ongoing development in the mountain barangay of Mabini that allegedly caused a landslide which blocked a main road there.

Councilor Gerardo Carillo, action officer of the City Disaster Coordinating Council, said the cease and desist order is based on a resolution of barangay Mabini, which sought the city’s intervention to halt the development because the same allegedly has no permit.

“The earth movement is caused by an ongoing development…unfortunately, there is yet no development permit…they also blocked the road by way of steel bars and mounts of soil,” Carillo said.

The blockages were seen following an inspection of the site the other day.

Carillo said the development atop a hill beside the road is reportedly being implemented by the Adarna family who is developing a road towards their property.

The affected road is a main road situated in sitio Luton, which connects barangay Pit-os to barangay Lusaran, the last mountain barangay in the city in the north.

Mabini barangay captain Rey Oybenes said the landslide had damaged the main road, which was asphalted recently.

“Dako gyod kaayo ang damage bag-o pa man gani ni kaayo ang pagpa-aspalto dinhi dapita unya dili na man gyod makaagi unless mahawanan sa mga dagkong debris,” Oybenes said.

“Nireklamo na ko ani sa DENR kadtong wala pay uwan-uwan, gani wala gyod ni sila’y permit. Ang problema kay naabtan gyod sa pag-dahili sa yuta suwerte nga walay mga sakyanan ug mga balay’ng naapektohan,” Oybenes also said.

Oybenes said they will also consult the city legal office for them to determine the possible liability of the Adarna family on the damage caused by the landslide on the barangay road.

Although the landslide in Mabini was not caused by natural phenomenon, it was the third that occurred in Cebu City this year, the first being in the mountain barangay of Sinsin in the south and the most recent is the landslide that occurred in sitio Sudlon, barangay Lahug last Saturday. – Joeberth M.
