Binaliw, an upland barangay in Cebu City’s north district, now requires vendors, agents, buyers or salesmen to secure a clearance from the barangay government first before they can conduct their business in the place.
The Binaliw barangay council approved Barangay Ordinance 02 prohibiting these traders from going around the barangay to “conduct, operate, or exercise their business without first securing a written clearance from the barangay duly signed by the Barangay Captain and or Officer of the Day.”
The city council is now going through Resolution No. 6 that would enforce Barangay Ordinance 02. The barangay council said that there have been incidents when some of these “traders” were involved in theft, physical injuries, violence, and disturbance of peace and order within the barangay.
In addition, the Binaliw barangay council also approved its 2008 Revenue Ordinance that outlines the taxes, fees, and other charges in the barangay, which will be imposed if this is approved by the city council’s committee on laws.
The ordinance stipulated that businesses with a capital investment of P10,000 and below will pay a clearance fee of P25 while those with a capital investment of P50,000 and below will pay a clearance fee of P100.
Those with a capital investment of above P100,000 but below P200,000 will pay P150 for clearance while those with a capital investment of P200,000 and above will pay P200. Those found violating the ordinance will be fined P1,000 and be made to pay the fee for the acquisition of a written clearance. — Joeberth M. Ocao/RAE
