Cebuano appointed to lead SC judicial reform program

A Cebuano was named new administrator of the Supreme Court’s Judicial Reform Program, which will be taking over the coordination and management of various SC projects and activities under the Action Program for Judicial Reform.

Chief Justice Reynato Puno designated 48-year-old Edilberto Alforque Davis to the post effective last March 3.

Davis is a graduate of BS Applied Mathematics from the University of the Philippines-Los Banos and has a Masters Degree in public management.

He spent much of his career in the National Economic Development Authority until he became assistant director of the agency.

Although he had no legal background when he joined the judiciary almost six years ago, he said it has been exciting for him to learn something new about the judiciary every day, particularly during meetings and conversations with the justices.

Davis, who was born and raised in Cebu City, narrated that many people would often think of him as a foreigner upon hearing his name, but all of them “would be surprised when they see me as a very typical Filipino.”

With six years as deputy program administrator of the SC behind his credentials, Davis is confident that he is prepared for his new role, his work priority of which is to review the existing programs with the developments in the judiciary now.

Davis said his new task is a great challenge for him as he had to formulate solutions to address the problems besetting the judiciary.

The main challenge to the job would be to change the mindset of people about judicial reforms, said Davis, adding that the success of the program will now depend on the involvement of everyone in the judiciary for the attainment of its goals.  — Rene U. Borromeo/RAE
