CHR looking into Igoy slay

The Commission on Human Rights is looking into the possible involvement of law enforcement agents in the ambush of robbery suspect Ricoly Igoy following allegations by some members of his family that his release from the Carcar City Jail was purposely delayed to buy time to plot the ambush.

On the other hand, the CHR cleared the members of the Carcar police station led by SPO1 Meliton Agadier of any human rights violations in the alleged shootout last April 28 during the robbery of the Rural Bank of Cebu South wherein Igoy’s accomplice, Nelson Gutierez Jr., was killed.

CHR regional director Alejandro Alonzo said they will investigate the allegations that the Carcar City Jail purposely delayed Igoy’s release and other allegations.  Igoy’s cousin-in-law, Christopher Ygot, earlier told The Freeman that they suspect jail officials had something to do with the killing.

Ygot said that RTC judge Ramon Codilla issued the release order last Tuesday but the jail authorities did not release Igoy until Wednesday noon.  The allegations however were denied by warden Benjamin Oira.

Oira said that when the order was given to them it was already Tuesday midnight and that they have no way to verify its authenticity. According to Oira, Igoy was not immediately released Wednesday morning because they had yet to verify the order since it did not have a dry seal.

CHR chief investigator Primo Cadampog said they will see the family of Igoy next week. 

Meanwhile, Cadampog said that they have already finished their investigation into the alleged human rights violations committed by the Carcar police when it engaged in a shootout with Igoy and Gutierrez.

Cadampog said they were able to confirm from witnesses that it was a legitimate encounter. Cadampog said the use of force by the police was justified because the robbers were armed and that it even took one of the bank tellers hostage.

Cadampog said they opened an investigation into the incident following reports that the robbers were unarmed when the police started shooting them, killing Gutierrez on the spot and wounding Igoy.   Fred P. Languido/BRP
