“Galing Pook” judges disappoint Byron, PJ

Capitol consultant on security matters Byron Garcia expressed his dismay over the alleged failure of the judges of the Galing Pook search to appreciate the new system of discipline at the Cebu Provincial Detention and Rehabilitation Center initiated by the Cebu provincial government.

“Taga-an nako sila og tambal sa suya,” Byron said. He pointed out that of the 18 other finalists, “only the province has a video presentation with nonetheless Governor Gwendolyn Garcia who speaks straight English,” he said.

The province of Cebu presented “CPDRC Program: Culture of discipline, a new concept in penology.”

“Our presentation is not just about the dancing inmates.  It’s the concept on how we have tamed the seemingly untamable; completely turning around a highly negative people into a very positive lot,” Byron said.

Despite the loss, Byron congratulated Cebu City for making it among the 10 awardees.

Cebu City took 10th spot for a project on strengthening the barangay justice system.  The “Barangay Lupon” project was initiated by councilor Edgardo Labella.

Meanwhile, Cebu third district Rep. Pablo John “PJ” Garcia said he is also upset at the outcome of the search.

“With all the international viewing and accolades that the dancing inmates of CPDRC have gained, it’s disappointing to find out it never made to the top 10.  But life has to go on,” he said.

The province was among 19 finalists, but failed to make it to the final ten.  A total of 149 local government units participated in the search.

Cebu City has already won several Galing Pook awards in previous years.

The Galing Pook Award recognizes outstanding LGUs or community-initiated projects geared towards development and self-reliance that serve as role models for other communities

The award is given by the Galing Pook Foundation which is one of the country’s leading multi-sectoral award-giving bodies.
