Cop sued for not bringing injured man to hospital

A rookie policeman is now facing summary dismissal proceedings before the National Police Commission over administrative charges filed by a man who accused the policemen of shooting him and not bringing him to the hospital last August along J. Tabora Street in Poblacion, barangay Pardo.

PO1 Ronald Bahian, formerly assigned to the Pardo police station but now with the Cebu Provincial Police Office, was administratively charged for grave misconduct, serious neglect of duty and gross incompetence by Ronald Angcon.

Angcon filed the complaint after he was allegedly shot by Bahian around 1 a.m. last August 18 while he was helping a friend who was being attacked by alleged members of the Alpha Kappa Rho fraternity during a wake.

According to reports, Angcon and his friend were running away from a group of alleged Akrho fratmen in the area after they heard gunshots.

But seconds later they saw Bahian coming straight at them and immediately accosted them, for fear of being implicated in the trouble he tried to run away but was allegedly shot by the said policeman.

Angcon also alleged that Bahian did not even bother to bring him to the hospital as the said policeman immediately left the area, it was his friends who rushed him to the Cebu City Medical Center.

According to SPO4 Edgar Baranggan the area where the incident happened is just few meters away from Pardo police station and the miscellaneous team composed of PO2s Miguel Enriquez and Joel Lacson and PO1 Ronald Bahian immediately responded.

Napolcom-7 director Bernardo Calibo, in a press statement sent to The Freeman, said the pre-charge investigation conducted by their office found basis to have Bahian undergo summary dismissal proceedings to answer the charges.

“Based on the allegations of the complainant and evidence presented, the pre-charge evaluator concluded that respondent is liable for the said administrative offenses he committed against the complainant,” the statement read.

Calibo said in his statement, the victim said he did not know the name of the policemen but knows he is assigned in the city.

Calibo visited Angcon at the CCMC a few days later with a laptop with pictures of all policemen assigned to the city and the victim identified Bahian through his photo.

Napolcom already sent a summons to Bahian to answer the charges. — Edwin Ian Melecio/BRP
