Police probers endorse summary hearing vs ex-Carcar police chief

The Provincial Investigation and Detective Management of the Cebu Provincial POlice Office has recommended to CPPO director Carmelo Valmoria a summary hearing procedure against former Carcar police chief Sr. Insp. Jason Mangaron.

The PIDM said it issued the recommendation citing probable cause that Mangaron could have committed two counts of grave misconduct.

Investigator SPO1 Kenneth Abella yesterday said the recommendation would be forwarded first to Valmoria for approval before it would be sent to the Office of the Regional Investigation Management Division for implementation.

Abella said the mandated penalty for such offense is no longer under Valmoria’s jurisdiction because the provincial police director could only impose a maximum of 30-day suspension so it would be the regional office that is bound to impose the penalty or summary hearing.

Mangaron is now detailed at the Provincial Security Service Group while the result of the investigation against him is still pending resolution.

The Abella report stated that Mangaron may have committed two counts of grave misconduct, one for allegedly using a stolen motorcycle to extort money, and another for allegedly harassing his men by aiming an M16 rifle at them.

The Abella report also said that, last month, eight of Mangaron’s personnel at the Carcar Police Station filed a complaint against him.

Two of Mangaron’s eight policemen, SPO1s Meliton Agadier and Roland Navales, had reported to the Provincial Police that Mangaron allegedly ordered his “asset,” a certain Boy Aser, to extort money from people involved in illegal activities in Carcar.

They alleged that this Aser was allowed to use a stolen motorcycle that the police had earlier recovered.

Agadier said the motorcycle was stolen in Carcar then abandoned in Sibonga and, after the police recovered it, the owner came to claim his motorcycle back but Mangaron allegedly refused to return it and have it used instead by his asset.
