Tom sides with Dumpit, slams Napolcom

Mayor Tomas Osmeña yesterday accused the National Police Commission (Napolcom) of being anti-police after he learned that it recommended controversial policeman Adonis Dumpit to be under summary dismissal proceedings over the murder of a robbery suspect two years ago.
"I'm beginning to realize that Napolcom is anti-police. They (Napolcom officials) are only good at calling policemen to march," Osmeña said, adding that, "it's very easy to analyze it in an air-conditioned room and then say sayop ka."
The Napolcom report, which was approved by regional director Estrella Avena, recommended summary dismissal proceedings against Dumpit on charges of grave misconduct after it found probable cause to administratively charge the policeman.
Dumpit reportedly did not deny the killing of robbery suspect Ron-Ron Allosada although he justified that his action was an act of self-defense and in accordance to his duty as police officer.
The Napolcom report said: "With the admission of Dumpit to the killing of Ron-Ron Allosada, the burden of proof now lies with the herein respondent to prove that the killing was under justifiable circumstances provided under the law."
Osmeña vowed that he would provide assistance to Dumpit, who is now one of his bodyguards.
"I'm not familiar with the case but we will help. One of the nightmares of a policeman is when the mayor abandon you," Osmeña said, explaining that his support is not only limited to Dumpit but to the whole city police office. -Garry B. Lao/LPM
