For ASEAN Security: Province, LTO-7, PNP ink traffic safety MOA

The Province of Cebu, Land Transportation Office-7 and the Philippine National Police Regional Office-7 have signed a memorandum of agreement on the promotion and maintenance of traffic safety and order with the forthcoming Association of Southeast Asian Nations Summit scheduled here Cebu next month.

The LTO-7 represented by its regional director Alex Leyson with the assistance of PRO-7, is the agency of the government in charge of the promotion and maintenance of traffic safety and order and in the implementation of all laws and regulations.

The LTO obligated itself to train and deputize some elements of the PNP in the implementation of all traffic laws, rules and regulations, including but not limited to the issuance of temporary operator's permit to erring vehicle drivers.

The Province of Cebu is empowered to provide measures for the promotion of the general welfare of the constituents.

The PRO-7 is mandated to maintain peace and order and to take all necessary steps to ensure public safety. It is also obligated to submit some of its personnel for training and deputization as traffic laws, rules and regulations enforcers.

Moreover, in the implementation of all traffic laws, rules and regulations, including the setting up and conduct of checkpoints, all LTO and deputized PNP personnel involved shall always coordinate with each other and with the province of Cebu and should be in their proper official uniforms and should conduct themselves properly and professionally.

During the said MOA signing Garcia also turned over the 20 refurbished M-4 assault rifle and a light machinegun/sniper rifle to the Cebu Police Provincial Office for the use of its Special Reaction Unit.

Each assault rifle costs P80,000 each, but brand-new are at P200,000 each. - Gregg M. Rubio/BRP
