League president and Bohol Vice Governor Julius Caesar Herrera believes that proper education will guide the people in coming up with sound decisions come plebiscite time.

He said they also encourage local officials to participate in discussions and spearhead debates on the issue.
Last Thursday, Herrera attended the opening of the Union of Local Authorities Provincial Summit on Constitutional Reforms in Tagbilaran City headed by Bohol Governor Erico Aumentado.
