Garcia named as honorary chair of BSP-Cebu Council

Governor Gwendolyn Garcia was conferred with honorary chairmanship of the Boy Scouts of the Philippines-Cebu Council during its meeting at Ecotech Center yesterday.
In a resolution, the BSP-Cebu Council honors Garcia for her support to the principles and policies promulgated by the council.
Council chairman Hernando Streegan also hailed Garcia and the Provincial Board for their support to the BSP, saying that she and the PB had also contributed to the success of scouting programs in Cebu.
"The said resolution was unanimously approved by the Board of the Cebu Council Boy Scouts of the Philippines because of the lady governor's support and contribution to BSP," Streegan said.
Meanwhile, Streegan said that BSP's membership has gone down this year compared to last year following a Department of Education memorandum in 1990 making BSP's contributions and membership voluntary for public schools students.
Streegan said that they were affected by the memorandum and admitted that the BSP members have gone down from three million in the past to only 1.8 million this year.
Because of this, the council has urged students and even young adults to join the BSP since scouting further enhances their skills and capabilities.
Cebu City schools superintendent Leonilo Oliva, a member of the council, said that there is a big difference between those who have joined the scouting and those who have not.
Oliva said that those who joined the scouting possess more skills and values, and are more prepared and well trained.
He added that it was only during former education secretary Raul Roco's time that BSP contributions and membership are non-compulsory to avoid further questions from parents.
But Oliva said that scouting is very essential to schoolers as it contributes to the development of the young to become productive members of the community.
To address the decline of membership, the BSP has undergone measures such as school visits wherein they assign field men to encourage the youth to join the scouting.
At present, BSP is celebrating its 60th anniversary along with the theme of "60 Years of Scouting Excellence". Yesterday, the BSP-Cebu Council has lined up a series of activities this year in line with its diamond jubilee celebration.
Streegan said that a council court of honor would be conducted on October 28 to give recognition to the scouters for their achievements in the promotion of scouting and for their undying commitment to the welfare of the youth to become good citizens in their communities.
