For prompt payments: 40% discount on Bogo terminal stall fees OKd

The committee on laws of the Provincial Board has approved a Bogo town resolution granting a 40 percent discount on prompt payments of rentals of stalls at the town's Central Terminal.

PB member Antonio Almirante, committee chairman, said the town's Resolution 018-2005 needs to be reviewed only and does not involve the approval of a local development plan or a public investment plan.

"The power to reduce rental to be charged for the use of a municipal facility or enterprise like the Bogo Central Terminal is inherent in the local government unit," the Almirante panel reported.

The town measure adjusts the stall rates from P1,500 to P900 as incentive for stall holders at the terminal who pay promptly through the experimental period of March to December 2005.

Almirante said the resolution to grant incentives is one of the ways a local government could draw revenues from business enterprises.

He has encouraged other local governments to do similar methods to reverse earlier observations of economic enterprises in towns and cities that were not profitable and end up even subsidized due to unpaid rentals. - Ferliza C. Contratista
