Mayor Ronald Allan Cesante of the Municipality of Dalaguete expressed interest in entering into a deal with the Cebu City government for the replication of the city's computerized multicab operations system and the records management system of the Office of the Senior Citizens Affairs developed by the city's Management and Information and Computer Services.
The city council in its regular session last week adopted the proposed resolution of councilor Rodrigo "Bebot" Abellanosa that granted Mayor Tomas Osmeña authority to enter into and sign on behalf of the city of Cebu a memorandum of agreement with the municipality of Dalaguete represented by Cesante for this purpose.
The town officials of Dalaguete came to know of these two Information and Communication Technology programs of the Cebu city government during the E-Governance Orientation Workshop for Local Chief Executives and ICT Champions held last March 1 to 3 at Metro Center Hotel in Tagbilaran City, Bohol.
As such, the municipal council of Dalaguete passed Resolution No. 57-2005 on April 6, requesting the city of Cebu to allow them to replicate the said ICT programs to be installed at their Information and Technology Systems Management Office.
Under the draft MOA ratified by the city council, services to be extended by the city of Cebu shall be free of charge in view of the "noble intention of the municipality of Dalaguete to establish linkage with the Cebu city government" and purposely to help the town enhance its delivery of public services through information technology.
The same agreement also provides that the city of Cebu shall send three of its MICS program developers to install the ICT programs.
The city of Cebu has been successful in implementing computerization of the dispatching, monitoring and records management of city-owned vehicles, especially the city-leased multicabs handled by the Cebu City Transport Commission.
During the orientation workshop in Bohol, Cebu City was one of those LGUs recognized for having developed best ICT programs, specifically on revenue collection and legislative tracking. - Cristina C. Birondo
