Cebu to host ‘Days of Moscow’ celebration
CEBU, Philippines — Cebu is set to host a week-long Russian cultural and business mission later this month as Philippine and Russian officials seek to deepen economic and diplomatic ties ahead of the 50th anniversary of bilateral relations between the two countries.
The “Days of Moscow” celebration, scheduled from May 23 to 29, will bring a delegation of about 40 to 50 Russian officials, business representatives and cultural performers to Cebu for a series of forums, investment discussions, educational partnerships and cultural events organized by the Philippine-Russian Business Assembly Inc. (PRBA), in partnership with the Russian Embassy in Manila and the Russkiy Mir Foundation.
“The 50th anniversary of diplomatic relations between Russia and the Philippines is a testament to an enduring friendship built on mutual respect and shared aspirations,” Russian Ambassador to the Philippines H.E. Marat Ignatyevich Pavlov said in a statement. “The ‘Days of Moscow’ celebration in Cebu brings this spirit to life, blending our rich cultural heritage with meaningful economic dialogue.”
The event highlights efforts by both sides to expand regional cooperation beyond Manila, with Cebu positioned as a potential gateway for trade, tourism, education and cultural exchanges between Russia and the central Philippines.
Armi Lopez-Garcia, Russian honorary consul in Cebu, said the event is expected to strengthen commercial and people-to-people connections in the Visayas.
“Hosting the ‘Days of Moscow’ in Cebu is more than a cultural showcase — it is a platform for Cebuanos to connect directly with Russian art, intellect and opportunity,” Lopez-Garcia said.
A key highlight of the celebration will be the signing of a proposed 2026-2028 cooperation program between the Moscow city government and the Cebu provincial government during a gala dinner on May 29 at the Capitol Social Hall.
The agreement is expected to pave the way for expanded collaboration in trade, education, tourism and cultural development, according to organizers.
The Russian delegation, led by Moscow Minister Sergey Cheremin and Ambassador Pavlov, will also participate in business-to-business matching sessions with Cebu-based enterprises during a business forum on May 29.
Separately, educational partnerships are scheduled to be formalized through memoranda of agreement involving the University of Southern Philippines Foundation, the PRBA-Russkiy Mir Russian Center and Our Lady of Triumph Technical Institute Inc.
The festival will also feature cultural and sporting activities, including the “Grandmaster Challenge: Philippine-Russian Open Chess Tournament,” culminating in a simultaneous exhibition match by Russian Grandmaster Ivan Popov against the tournament’s top 15 players at Nustar Resort and Casino on May 28.
Other events include a wreath-laying ceremony at the Leo Tolstoy monument at Museo Sugbo, heritage and cultural showcases in Mandaue City, and performances by Russian ensemble Lyubo-Milo at SM City Cebu.
Lopez-Garcia said the initiative reflects growing interest in expanding subnational diplomacy and commercial engagement between Philippine and Russian institutions despite broader geopolitical uncertainties.
