Fuel retailer expands storage capacity with 30M-liter depot

CEBU, Philippines — Listed fuel retailer Top Line Business Development Corporation is expanding its storage footprint in Cebu after signing a sublease agreement for a 30-million-liter fuel depot, a move that would quadruple the company’s capacity as it accelerates growth in the Visayas energy market.
The company, through subsidiary Topline Logistics and Development Corporation, partnered with the Lu Do & LuYm Group for the depot facility, which forms the first phase of the planned Top Line Energy Complex in Cebu.
The project is expected to increase TOP’s existing 10-million-liter storage capacity by about 300 percent once completed in the fourth quarter of 2026, strengthening the company’s fuel logistics network and supply reliability as it expands its Light Fuels retail stations and commercial customer base across the region.
The Top Line Energy Complex is envisioned as a strategic fuel storage and logistics hub aimed at supporting rising energy demand in the Visayas while enhancing regional fuel supply resilience.
“We are entering our next phase of growth, and the Top Line Energy Complex is a cornerstone for our continued expansion,” Chairman and Chief Executive Officer Eugene Erik Lim said in a statement. “Through this agreement, we are strengthening our ability and capacity to serve the growing energy needs of our customers while supporting broader efforts to improve regional energy security.”
The initial phase will focus on refurbishing and optimizing the depot facility, with further expansion plans under discussion depending on market demand. Once fully developed, the complex is expected to become a major logistics and distribution hub for TOP’s fuel operations in the Visayas.
“This partnership brings together our existing infrastructure and their growing fuel distribution capabilities,” said Douglas Luym, adding that the collaboration could help build a more reliable fuel supply chain in Cebu and nearby provinces.
