Cebu property developer CLI strengthens Luzon presence

CEBU, Philippines — Cebu Landmasters Inc. (CLI) acquired a roughly 70-hectare site in Dasmariñas, Cavite, marking a significant step in its push into Luzon’s fast-growing development corridors and broadening its geographic exposure beyond its traditional Visayas and Mindanao base.

The site, located near Governor’s Drive and within reach of the Cavite-Laguna Expressway, sits in a densely populated and economically active part of the CALABARZON region.

The area has benefited from sustained residential demand, improving infrastructure and connectivity to Metro Manila, alongside access to established schools, hospitals and residential enclaves.

In a statement, CLI plans to transform the property into a flagship township in Luzon, anchored primarily on economic and mid-market housing.

The project is expected to yield about 6,000 units over multiple phases, complemented by commercial, institutional and estate components intended to support a self-contained community.

Initial phases are slated for launch in the near term, with first developments targeted between 2027 and 2028, positioning the company to tap into rising housing demand in southern Luzon.

Jose Soberano III, chairman and chief executive, said the acquisition reflects a strategic effort to enter new growth markets as the company extends beyond its regional stronghold.

He added that CLI aims to replicate its integrated community model in Luzon while contributing to job creation and regional economic activity.

The Cavite purchase forms part of CLI’s broader landbanking strategy in Luzon, as it scales up its pipeline while maintaining what it described as disciplined capital deployment.

The company said the transaction is not expected to materially affect its near-term financial position relative to its existing portfolio.

Founded in 2003, CLI has built a portfolio spanning 132 projects across 18 cities in the Visayas and Mindanao, covering residential, office, hotel and mixed-use developments.

Its expansion into Luzon signals a shift towards a more nationally diversified growth platform, as it seeks to capture demand in the country’s largest urban markets.
