Top Line exec: Philippines oil supply secure amid Mideast tensions

CEBU, Philippines — Cebu-based fuel distributor Top Line Business Development Corp. said the Philippines is unlikely to face an immediate oil supply disruption despite heightened tensions in the Middle East, as geopolitical risks drive renewed volatility in global crude markets.

“At this point, the Philippines is not facing a physical supply disruption,” President and Chief Executive Officer Erik L. Lim said.

“What we’re seeing is heightened price volatility due to geopolitical risks around key shipping routes, particularly the Strait of Hormuz, rather than an actual shortage,” Lim added.

Oil futures have surged in recent sessions as traders price in the risk that escalating conflict in the region could disrupt flows through the Strait of Hormuz, a narrow corridor that handles about a fifth of global petroleum shipments.

The renewed geopolitical premium has pushed benchmarks higher, stoking concerns among heavily import-dependent economies such as the Philippines.

Lim said local oil firms maintain sufficient inventories and diversified sourcing arrangements to cushion against short-term logistical shocks. Regulatory safeguards also provide additional buffers.

The Department of Energy (DOE) requires refiners to hold at least 30 days of crude supply and importers to maintain a minimum of 15 days’ worth of finished petroleum products.

“The system has built-in safeguards,” Lim said. “Inventories remain within mandated levels, and sourcing is not concentrated in a single region.”

The more immediate concern, he added, is sustained upward pressure on pump prices should tensions persist and crude benchmarks remain elevated. The Philippines adjusts domestic fuel prices weekly based on global market movements, making retail prices highly responsive to external shocks.

For Cebu and the broader Visayas region, where logistics and transport costs are closely tied to fuel expenses, prolonged oil price gains could ripple across supply chains and consumer prices.

While supply security remains intact for now, the trajectory of global crude will likely dictate the pace of domestic adjustments in the weeks ahead.
