Cebu launches incentive package for overnight stays

CEBU, Philippines — The Cebu Provincial Government is rolling out a tourism incentive program aimed at boosting overnight stays across its 51 towns, offering airport receptions, welcome kits and on-ground cultural performances to travelers and tour operators who bring guests into the province.
Rowena L. Montecillo, head of the Cebu Provincial Tourism Office said the initiative is designed to “increase warm bodies” in municipalities beyond Cebu City by lowering operating costs for tour operators and enhancing the visitor experience from arrival to departure.
Under the program, travelers who stay at least one night in any town within the province qualify for incentives. These include airport reception services — supported by a soon-to-open information desk — curated welcome kits and, in select destinations, cultural welcome performances.
“We want to spread tourism growth to all 51 towns,” Montecillo said, adding that the incentives are open not only to tour operators but to “anybody” who meets the minimum overnight requirement.
Incentives as Cost
Buffer for Operators
The incentive package also functions as a cost buffer for tour operators, particularly smaller players bringing groups into less-visited municipalities.
By absorbing expenses tied to airport reception and cultural welcome activities, the provincial government aims to make multi-town itineraries more commercially viable. The strategy aligns with efforts to distribute tourism receipts more evenly across Cebu’s municipalities rather than concentrating them in established urban hubs.
The program is likewise open to content creators and digital promoters, part of a broader push to expand Cebu’s visibility beyond traditional markets.
Officials said the province is coordinating with law enforcement, including cybercrime units, to curb fraudulent booking websites as travel demand rises — a parallel effort to protect both operators and consumers.
With international and domestic travel showing renewed momentum, Cebu Province is positioning incentives as a lever to convert rising interest into longer stays and higher local spending — laying groundwork for stronger tourism receipts heading into 2026.
