DTI issues new GCQ guidelines for malls

CEBU, Philippines —  The Department of Trade and Industry (DTI) has announced the new guidelines of malls and shopping centers when the local government units in Cebu will allow operations of these businesses under GCQ (General Community Quarantine) protocol.

DTI assistant secretary Aster Caberte and former DTI-7 regional director called local shopping mall operators in Cebu to strictly implement the guidelines based on DTI memorandum circular 20-21.

The guidelines include the establishment and strong measures in monitoring the foot traffic, and enforcing safe distancing inside the shopping center—by limiting the number of people inside the mall or inside an individual store, at any given time to a density of not more than one person or two square meters.

Entry of people shall be limited to the computed carrying capacity of the establishment. Carrying capacity is equal to the total square meter of vacant workable space divided by two.

Number of shopping mall entrances may be reduced to better manage foot traffic inside the mall.

Shoppers with special needs like senior citizens, PWDs are allowed only one companion.

Turning off wifi (or internet connection) for customers is required.

Mall operators are also required to assign dedicated personnel to regulate foot traffic in high density areas like comfort rooms, supermarkets, among others.

Airconditioning inside the mall shall be set not more than 26 degrees centigrade.

Under the new rule, conducting sales events, marketing events and other promotions are strictly prohibited.

Operators are also required to designate a centralized pick-up location for stores with delivery/pick-up services.

Police visibility shall be enhanced.
