Slow days at the office
A few days ago, the new head honcho of the land transport office signed and released a memo reminding his employees of the job they should be doing on a regular basis. For those who may have missed it, the memo, drafted on the 18th of January 2016, with the subject, “Enforcement of LED Lights and ‘Wang-wang’ Sirens” was released to all regional, district and satellite offices in the country the very next day.
The content of the memo is as follows: “In the interest of road safety and pursuant to DOTC-LTO-LTFRB Joint Administrative Order 2014-01, the undersigned reiterates the drive against unauthorized wang-wangs, LED lights, and all other modifications. In light of this, please update your respective law enforcement personnel of this drive and pertinent JAO provision relevant.”
First off, what kind of a traffic law enforcement do we have? A law that’s not even two years old, and they need to be reminded to enforce it? And it took the appointment of a new head for the organization to realize that nobody was doing anything about it? And here we are complaining that a certain ‘fighting’ congressman is too busy with his other career and hasn’t really done anything related to his position in government. The people in the transport office have one job, just one job, and they can’t even do diddly-squat!
Second, what kind of a memo was that? Aside from having grammatical flaws that would make real English language teachers cry, the memo does nothing but waste paper. Is there a call to action? One may say that the head honcho drafted the memo to remind his people of their job. What for? Do the people working in the land transport office have a learning disability? I cringe at the thought that if memos like these get released to remind workers of the land transport office of their job, do they also circulate a memo periodically to remind the same people to take their lunch?
Lastly, what’s the point of the memo? Many in the motoring industry pointed out that the memo is vague and doesn’t really explain its purpose. In all truth, the memo is not as vague as it seems. It’s not asking to implement a new law, neither is it expanding the parameters of an existing law. The memo was drafted just to tell everyone that there is an existing law that does not allow for unauthorized modifications and that the land transport office is not seriously implementing it, if at all. All motorists have nothing to really concern themselves with regarding this one because, knowing what we know of the transport office, every supposedly-illegal or unauthorized modification done to every motor vehicle that has it already has a permit, thanks to the magic of greased currency.
It must have been a really slow day at the office the day this memo was drafted. I can think of four to five things that they can do in the interest of road safety that would be more effective than drafting a pointless memo.
