These agencies are the Movie and Television Review and Classification Board, Philippine Sports Commission, Cordillera Administrative Region, First Cavite Industrial Inc., Philippine Veterans Investment Development Corp. and Philippine Genetics Inc.
The NCC study shows that 98.4 percent or 373 out of 379 NGAs can now be accessed online.
As per the directive of President Arroyo on April 8, 2002, all government agencies must be in at least Stage 1 of the UN-ASPA’s five stages of e-Government. This means that all agencies must have websites that would provide basic information to the public.
According to the NCC, 218 NGAs (58.4 percent) are in Stage 1, or "emerging Web presence"; 93 (24.9 percent) are in Stage 2, or "enhanced Web presence"; and 53 (16.4 percent) are in Stage 3, or "interactive Web presence."
The Bureau of Internal Revenue is the only NGA in Stage 4 or "transactional Web presence," meaning it has a website where the public can directly access services and conduct online transactions.
So far, no agency has reached Stage 5 or "fully integrated Web presence."
The NCC regularly publishes updates on NGAs’ Web presence to take note of the agencies’ individual efforts and set the tone for pervasive e-commerce and e-governance in the government.
