Future air quality management projects ready for funding

Environment and Natural Resources (DENR) Secretary Michael Defensor issued recently the implementing rules of Republic Act 8749 or the Philippine Clean Air Act of 1999.

The rules define the criteria in the evaluation of future projects and projects which may qualify for grants from the Air Quality Management Fund (AQMF).

It authorizes the DENR-EMB to review projects or activities that may meet the criteria for funding. The projects which may be eligible for fund assistance shall consist of, but not limited to the following: 1) air quality monitoring, reporting or management including purchase and maintenance of equipment; 2) public awareness campaigns on air quality; 3) research on air pollution-related issues; 4) capacity building on air quality management; 5) roadside apprehensive/emission testing; and 6) administration and management of the Airshed Governing Board and other support groups.

It also provides that the project proposals shall be prepared and submitted to the EMB using the Department of Budget and Management budget planning format. Further, a project proponent shall be accountable for the accuracy and appropriateness of assumptions made in justifying his/her project and estimating its cost. Quarterly reports shall then be submitted to the EMB during the project implementation.

The EMB of the DENR is mandated by law to undertake regular air quality monitoring in line with the state policy to maintain a quality of air intended to protect and promote health and welfare of the people.
