City Hall assures safe observance of All Saints’ Day, All Souls’ Day
CEBU, Philippines — Cebu City Mayor Nestor Archival assured residents that the city government is working to deliver a “smooth sailing” observance of All Saints’ Day and All Souls’ Day through the city’s Oplan Kalagkalag 2026.
Oplan Kalagkalag 2026 is a coordinated effort among agencies and community partners to ensure public safety and order.
“Atong paningkamotan nga mahapsay ang pagbisita sa mga sementeryo ug memorial parks, with proper coordination among our offices and partner agencies to help keep everyone safe and ensure a peaceful observance as families remember their departed loved ones,” Mayor Archival said after the Oplan Kalagkalag 2026 Coordination Meeting.
The meeting was attended by City Councilors Paul Labra and Harry Eran, and representatives from concerned city offices and partner agencies.
Archival said among their priorities are “public safety, traffic management, and crowd control, especially in and around cemeteries and memorial parks.”
The mayor tapped the Cebu City Police Office (CCPO), Cebu City Transportation Office (CCTO), Cebu City Disaster Risk Reduction and Management Office (CCDRRMO), and the Department of Social Welfare and Services (DSWS), alongside barangay captains from Carreta, Tejero, Poblacion Pardo, and Talamban, where the big public cemeteries are.
Also involved are the Archdiocese of Cebu, the Oplan Pakigsandurot team, force multipliers, the Liga ng mga Barangay, and the Office of the City Administrator.
Labra expressed appreciation for the preparations, noting that this allows the people to honor their departed loved ones in peace.
Councilor Harry Eran, vice vhairman of the Committee on Public Order and Safety, emphasized the importance of inter agency cooperation in maintaining order during the influx of cemetery visitors.
“Kalag Kalag” is the Visayan term for the annual All Saints and All Souls’ Day on November 1 and 2 respectively.
Through Oplan Kalagkalag 2026, the city government aims to strengthen coordination among agencies and uphold its responsibility to protect the public, ensuring that the observance of Undas remains solemn, peaceful, and secure. (CEBU NEWS)
