Group pushes for shared approach to children’s gadget rules

MANILA, Philippines — Consumer advocacy group CitizenWatch Philippines said the proposed restrictions on children’s use of electronic gadgets should protect minors without allowing the government to take over responsibilities that properly belong to parents, as lawmakers weigh tighter safeguards for young Filipinos in the digital environment.

CitizenWatch co-convenor Tim Abejo said concerns over excessive screen time, harmful online content and other risks facing children deserve government action, but warned against measures that could shift too much accountability away from families.

“Government has a clear duty to protect children, but there is a difference between helping parents do their job and having the State do the parenting for them,” Abejo said.

“Parents must remain primarily responsible for guiding their children, but they cannot be the only line of defense. Schools, government, digital platforms and technology companies all have roles to play. The answer is shared responsibility, not transferring the responsibility of parents to the State,” he added.

The group urged lawmakers to harmonize pending proposals into a comprehensive framework centered on child welfare, clear accountability, responsible use and continuing digital literacy.
