Province launches project monitoring system

CEBU, Philippines — Seeking to strengthen public trust through transparency and efficiency, the Cebu Provincial Government officially launched the Cebu Infrastructure Project Management and Monitoring System (CIPMMS) last Monday, June 8, at the Cebu Provincial Capitol.

The CIPMMS is an online digital dashboard designed to track infrastructure projects from planning to implementation and completion, allowing both government and the public to monitor project status in real time.

The system is anchored on the provincial government’s push for digitalization, improved coordination among offices, and enhanced transparency in public service delivery.

In her message, Baricuatro stressed that the initiative reflects a commitment to transparency and accountability in governance.

“This event is a testament that we really walk the talk,” said the governor.

“I desired methods improvement, transparency, and accountability in governance, and as shown by Eli during his presentation, this is being delivered through the CIPMMS,” she added.

Baricuatro also thanked the Provincial Planning and Development Office and the Information and Communications Technology Office for spearheading the system’s development, along with other departments for their cooperation.

She said the provincial government is set to pursue further workflow improvements, including the streamlining of the Assistance for Individuals in Crisis Situations (AICS) program.

“By shortening timetables, identifying and eliminating gaps, increasing systems monitoring, and recalibrating process flows, we have done the Cebuano people a great service,” Baricuatro said.

She added that reforms will continue across Capitol services “until all Capitol services have been revamped and streamlined, so that delivery of services will be easier and faster.”

Provincial Planning and Development Office Executive Assistant Elizar Sabinay said the system is designed to improve service efficiency and strengthen monitoring of government projects.

“The goal as to the instruction of Gov Pam is to really provide service efficiency, system improvements that will reflect better services to the public,” Sabinay said.

He noted that the provincial government has reactivated key monitoring bodies, including the Provincial Development Council and the Provincial Project Monitoring Committee, to oversee projects implemented in Cebu.

Sabinay said CIPMMS allows the public to view infrastructure projects implemented across the province, including those in healthcare, agriculture, and tourism.

The platform also provides updates on project progress and includes records of construction projects dating back to 2025, making monitoring more comprehensive and accessible.

“We are promoting accountability and transparency,” Sabinay said, adding that the system emphasizes performance-based governance.

Provincial Administrator Atty. Ace Durano said the launch marks another milestone in the province’s governance reforms under Governor Baricuatro’s leadership.

He said the initiative aligns with the province’s broader development framework anchored on transparency, accountability, and responsiveness to public needs.

Durano also highlighted the province’s “4H 2P” governance agenda, which stands for Housekeeping, Health, Hunger, Happiness, Partnerships and Linkages, and Predicting the Future.

He emphasized that Systems Improvement Officers will play a key role in ensuring data accuracy, coordination, and continuous improvement of government processes.

The digital platform is expected to strengthen monitoring, improve public access to government project data, and enhance overall accountability in infrastructure delivery across Cebu. — (FREEMAN)
