Senador itinulak P100-M halagang 'permanent structures' sa Ayungin
MANILA, Philippines — Iminungkahi ni Sen. Francis "Chiz" Escudero ang pagpondo para sa konstruksyon ng mga permanent structures sa Ayungin Shoal upang mapatibay ang presensya ng Pilipinas sa gitna ng agresyon ng Tsina sa West Philippine Sea.
Sa isang pahayag, binanggit ni Escudero ang kanyang proposal na laanan ng P100 milyon mula sa 2024 budget ang konstruksyon na ito kung sakaling mapagdesisyunan ni Pangulong Ferdinand Marcos Jr..
"I will propose the allocation of minimum P100 million to fund the construction of a pier and lodging structures for our soldiers assigned in the area, and for our fishermen who might seek temporary refuge in times of bad weather," sabi ni Escudero, Martes.
Inilinaw din ni Escudero na hindi layunin ng konstruksyon ang pagdagdag sa militarization ng West Philippine Sea at magiging daungan lamang ito ng mga magsasaka at maaring lodging sa mga sundalong nakahimpil sa BRP Sierra Madre.
“Its primary use is to be a shelter for fishermen from all nations who will be caught in bad weather," sabi ni Escudero kahapon.
"It will welcome fishermen in distress with warm accommodations and not with a blast of the water cannon. It is there to help and not to harass.”
Tensyon sa West Philippine Sea
Maaalalang mas uminit ang tensyon sa West Philippine Sea nitong mga nakaraang linggo matapos gamitan ng China Coast Guard ng water cannons ang mga barko ng Philippine Coast Guard sa kanilang resupply mission sa Ayungin Shoal.
Ginagawa ito ng Tsina sa paggiit na "nilabag ng Maynila ang kanilang soberanya," ito kahit na bahagi naman ang Ayungin Shoal ng exclusive economic zone ng Pilipinas.
Inaangkin ng Beijing ang buong South China Sea kahit na una nang pumanig ang Permanent Court of Arbitration sa Pilipinas noong 2016 sa pagkaka-invalidate ng "nine dash line". Ang West Philippine Sea ay nasa loob ng South China Sea.
Inilinaw din ng senador na ang planong ito ay hindi para galitin pa ang China, sa halip, ito ay para matulungan daw ang pangulo sa kanyang agenda sa foreign policy.
“This is just to give the president flexibility to act as the chief architect of our foreign policy as he deems fit,” sabi ni Escudero sa kanyang pahayag sa CNN Philippines.
“Otherwise, we will have to wait another year if he decides to do so sometime next year without any budget cover.”
Pondo isasailalim sa civilian agencies
Dagdag pa dito, binanggit din ni Escudero na ang budget nito ay dapat sa ilalim ng civilian agencies tulad ng Department of Public Works and Highways (DPWH) o ng Philippine Coast Guard upang tiyak na hindi makadagdag sa militarization ng lugar
"Kung ako ang tatanungin, mas gusto ko sa DPWH dahil hindi naman giyera ang layunin natin dito. Total naman basta infrastructure ang pinag-uusapan, DPWH ang ang iimplement," sabi ni Escudero. — intern Matthew Gabriel
