CHED: Higher Education Development Fund 'di naman nakalaan sa scholarships
MANILA, Philippines — Diretsahan pinabulaanan ni Commission on Higher Education chairperson Prospero de Vera III ang mga paratang na nilustay para sa maling kaparaanan ang P10-bilyong pondo ng ahensya, bagay na inilaan daw talaga para palakasin ang higher education.
'Yan ang sagot ni De Vera sa akusasyon ni Northern Samar Rep. Paul Daza sa House Committee on Higher and Technical Education na ginagasta sa ibang bagay ang bilyun-bilyong pondo na para raw sa "pagsalo ng pag-aaral ng tertiary students."
Tinatalakay noon ng komite ang House Resolution 767 ni Daza na siyang nananawagan sa gobyernong ayusin ang access sa kolehiyo at bawasan ang attrition rates sa mga benepisyaryo ng Pantawid Pamilyang Pilipino Program atbp. estudyanteng deserving ngunit hirap sa pera sa pamamagitan ng pagpapalaki ng scholarship budget.
"The Higher Education Development Fund (HEDF) was put in the CHED Charter (RA 7722) to fund projects to 'strengthen higher education,'" bwelta ni De Vera sa isang Facebook post nitong Miyerkules.
"It is not a scholarship fund. I do not know where the idea of a P10-B scholarship fund came from."
Una nang sinabi ni Daza na isang uri ng off-budget ang naturang pondo. Dito raw napupunta ang travel tax, Professional Regulation Commission at Philippine Charity Sweepstakes Office shares para sa higher education.
Bahagi raw dito ay nagagamit ngunit para sa "ibang pet projects" na posibleng nami-misuse, dahilan para kwestyunin ng mambabatas ang CHED at Unified Financial Assistance System for Tertiary Education Act (UniFAST).
Lunes lang nang sabihin ni Baguio City Rep. Mark Go na magpapatawag uli ang komite ng Kamara ng isa pang pagdinig pagtungkol sa nasabing isyu.
"The Tourism Act of 2009 (RA 9593) states that the use of travel tax contributions (the biggest bulk of the HEDF fund) 'should prioritize tourism related projects and courses,'" paliwanag pa ni De Vera.
"This law also requires the Department of Tourism (DoT) and CHED to collaborate in the regulation and development of undergraduate and graduate degrees in tourism."
Alinsunod sa RA 7722 at RA 9593, ginagamit daw ng CHED ang HEDF para ibigay ang mga sumusunod na grants sa higher educational institutions:
- grants para sa tourism related projects na hinihingi ng RA 9593
- grants para sa equipment at pasilidad ng priority programs gaya ng engineering, agriculture, medicine atbp. para matulungan silang makasunod sa quality assutance standards
Ginagamit dindaw ang HEDF para ipatupad ang mga batas na hindi pinopondohan ng National Expenditure Program o General Appopriations Act gaya ng K-12 graduate scholarship/research, equipment para sa medical schools, etc.
Tinutulungan din daw ng komisyon ang mga HEIs sa pag-i-internationalize sa pamamagitan ng pagpondo ng university-university partnerships at graduate scholarships abroad sa pamamagitan ng Fulbright at British Council Programs. ito daw ang dahilan kung bakit meron nang 15 Philippine universities sa global rankings.
"Accusing CHED of misusing public funds is a very serious allegation. We reiterate that HEDF funds are used consistent with the CHED Law and Tourism Act, and grants to HEIs have been provided since the past administrations," sabi pa ni De Vera.
"CHED is always open to sit down with the leadership of Congress to discuss the priorities of Congress and we will go to the process of discussing it in the Commission."
