LTFRB iniutos na gawing libre ang PUV 'Beep' cards; susuway suspendido

MANILA, Philippines — Pormal nang ipinag-utos ng Land Transportation Franchising and Regulatory Board (LTFRB) ang paglilibre sa mga card na ginagamit sa Automatic Fare Collection System (AFCS) ng mga pampublikong sasakyan — bagay na ginagamit ngayon para iwas hawaan ng coronavirus disease (COVID-19),

Ipinagtibay ito ng ahensya sa Memorandum Circular (MC) 2020-057, o "Removal of Fees of AFCS Cards Charged to Commuters Apart from Fare Load," na pinetsahang ika-6 ng Oktubre kasunod na rin ng direktiba ng Department of Transportation (DOTr) kamakailan.

Inirereklamo kasi ngayon ng commuters ang paninigil ng mahal para sa AFCS, habang hiwalay pa ang bayad sa load bilang pamasahe. Aniya, dagdag pasanin ito habang may krisis pang-ekonomiya at kalusugan.

"NOW THEREFORE, for and in consideration of the foregoing, and to alleviate the burden of the riding public, this Board hereby directs all Puiblic Utility Vehicle (PUV) operators and or Automatic Fare Collection Systems (AFCS) to remove any charges or fees imposed for the purchase/use of their cards on top of the fare load," ayon sa memorandum.

"Failure of the concerned operator and/or provider to comply with this issuance shall cause for the immediate suspension of the automatic fare collection system, aside from the penalties to be imposed pursuant to existing issuances of this Board against the operators concerned."

Kadalasang inaabot ng P30 hanggang P50 ang singil para sa card, bukod pa sa gastusin sa mismong pamasahe. Ang kumpanyang AF Payments Inc. ang umaasikaso rito.

Una nang sinabi ni Pangulong Rodrigo Duterte nitong Lunes na dapat ibigay na nang libre na ang Beep cards sa mga mananakay. Kasunod niyan, umabot sa 125,000 libreng Beep cards ang ipinamigay sa mga commuters nang libre.

Linggo nang sabihin ng DOTr na sususpendihin nila ang "no beep card, no ride" policy sa EDSA, bilang tulong na rin sa mga ordinaryong manggagawang ngayon lang nakababalik sa trabaho, na siyang pinakaapektado ng COVID-19 pandemic.

Ika-1 ng Oktubre nang gawing mandatory ang cashless fare collection sa mga public utility bus na bumabiyahe sa EDSA busway route. Bahagi ito ng health and sanitation measures ng DOTr at LTFRB, alinsunod na rin sa protocols ng Inter-Agency Task Force on Emerging Infectious Disease.

"Dapat ‘yang beep card na ‘yan ay libre. Kaya nga ba’t noong sinabi ng ating pangulo na ipamigay ng libre, ako ho ay strengthened and emboldened to make sure that the pronouncement which I have made, and the mandate of the President, will be given life and will be given reality. Gagawin po nating libre ‘yung beep card," ani Tugade sa isang pahayag, Miyerkules.

Pagtitiyak naman ni LTFRB chairperson Martin Delgra, prayoridad nila ang kalugtasan ng commuting public, lalo na't talamak ang nakamamatay na virus sa ngayon.

Gayunpaman, magpapatupad daw muna sila ng "dual payment system" sa mga bus ngayon hangga't hindi naaayos ang gusot. Dahil diyan, pwedeng magbayad gamit ang cash at Beep cards sa ngayon.

"Despite the unfortunate circumstance, the agency will continue to strengthen its  enforcement of safety guidelines until such time that the cashless payment in the EDSA Busway route will resume," ani Delgra.
