Malversation vs ex-Samar solon sa PDAF scam

MANILA, Philippines – Nakakita ng probable cause ang Office of the Ombudsman upang kasuhan si dating Eastern Samar Rep. Teodulo ““Doloy” Coquilla kaugnay ng Priority Development Assistance Fund (PDAF) scam.

Pinagbasehan ng Ombudsman ang report ng Commission on Audit para sampahan ng kasong Malversation at paglabag sa Section 3(e) ng Republic Act No. 3019 si Coquilla.

Ginastos ni Coquilla ang nakuhang P5 milyong PDAF noong Oktubre 2007 sa pagbili ng 32,887 calamundin, rambutan, chico at mango seedlings, at 10,470 instructional materials para sa bayan ng Dolores, Maslog, Jipapad, Lawaan at Guiuan.

Isinaad ng dating kongresista na ang National Agri-Business Corporation (NABCOR) ang implementing agency at ang GABAYMASA ang non-government organization (NGO) project partner.

Si Coquilla naman ang lumagda ng Certificate of Acceptance and Acknowledgement Receipt para sa naturang proyekto.

Lumabas sa imbestigasyon ng Field Investigation Office na peke ang mga supplier ng punla, habang ang address ng supplier instructional materials ay nagbebenta ng baterya ng sasakyan at wheel interiors.

“No fruit seedlings or instructional materials (were) distributed to beneficiaries” and “at the time material to the charges, the suppliers did not possess the required accreditation to transact” as “it had no track record in project implementation,” nakasaad sa report ng COA.

Dahil dito ay ibinasura ni Ombudsman Conchita Carpio-Morales ang paliwanag ni Coquilla na pineke ang kaniyang mga pirma.

“As the legislator responsible for the control and/or disposition of funds, drawn from his PDAF allocations, (Coquilla) is an accountable officer,” sabi ni Carpio-Morales.

“To be able to repeatedly divert substantial funds from the PDAF, access thereto must be made available, and this was made possible by Coquilla who chose GABAYMASA to implement his PDAF-related undertakings,” dagdag niya.

Bukod kay Coquilla ay kakasuhan din ng Ombudsman ang NABCOR officials na sina Alan Javellana, Encarnita-Cristina Munsod, Ma. Julie Villaralvo-Johnson at Romulo Relevo, maging ang GABAYMASA officials, Margie Luz at Ma. Cristina Vizcarra.
