MANILA, Philippines – Iminungkahi ng anak ni dating Pangulo at ngayo’y Pampanga representative Gloria Macapagal Arroyo na magkaroon ng programa upang magkatrabaho ang mga lumayang preso.

Inihain ni Camarines Sur Rep. Diosdado Arroyo ang House Bill 3268 na naglalayon magkaroon ng Former Prisoners' Employment Program para sa mga ex-convict.

"Statistics reveal, sad to say, that former prisoners have a slimmer chance to being employed after serving their prison terms," pahayag ni Arroyo kung saan co-author niya ang kanyang ina nan aka-hospital arrest sa Veteran's Medical Memorial Center sa Quezon City.

Nakasaad sa panukala na magkakaroon ng incentive ang mga kompanyang tatanggap ng dating preso.

Aatasin din ang Department of Justice na magbuo ng Committee on Employment Opportunities for Former Prisoners na silang babalangkas ng implementing rules and regulations para sa pagsasanay ng mga lumayang preso.

"Given that life inside prison is more than enough punishment for their trespasses against society, it is unfair, once they are out of prison, if they are unjustly denied of a decent source of livelihood brought about by the stigma of their delinquent past," wika ng nakababatang Arroyo.

Huhugot din ng P100 milyong pondo ang bubuuing komite para mapondohan ang naturang programa.
