Sa ipinalabas na press statement, tinanggap ng GSIS president noong May 11 ang opisyal na pagbibitiw ni Frala Carolyn Garcia-Empemano bilang Special Assistant to the Office of the President and General Manager ng GSIS na mag-eepektibo sa Mayo 31, 2005.
"I have made this decision to pursue other career opportunities, spend more time with my family and more importantly to put an end to the many unfounded and malicious accusations being hurled against our family," saad sa kanyang letter of resignation.
Sa kanyang liham, inamin ni Garcia-Empemano na naapektuhan nang husto ang kanilang pamilya hinggil sa kontrobersyang kinasasangkutan ng mga Garcia hinggil sa umano’y paglustay ng milyun-milyong pondo ng GSIS.
"It was my humble belief that my years of experience in government as a Certified Public Accountant would be of value to my brother and the GSIS. My desire is to be of service, not to become a source of controversy," ani Garcia-Empemano. (Ulat ni Ellen Fernando)
