Implementasyon ng national ID system, hinarang sa SC

Naghain ng petisyon sa Korte Suprema ang mga kongresista, mga aktibista at mga abogado upang hindi maipatupad ng pamahalaan ang Executive Order 420 o implementasyon ng unified national identification (ID) system na nilagdaan kamakailan ni Pangulong Gloria Macapagal-Arroyo.

Kabilang sa mga naghain ng petition for certiorari and prohibition with temporary restraining order sina Bayan Muna Reps. Satur Ocampo, Teddy Casiño at Joel Virador, Anakpawis Reps. Crispin Beltran at Rafael Mariano, Gabriela Rep. Liza Maza, Minority Floor Leader Francis Escudero, Parañaque Rep. Eduardo Zialcita, Quezon Rep. Lorenzo Tañada III, Bayan chairperson Dr. Carol Pagaduan-Araullo, Bayan sec. gen. Renato Reyes Jr., Karapatan sec. gen., Mari Hilao-Enriquez, Act chairperson Antonio Tino, COURAGE chairperson Ferdinand Gaite, AGHAM chairperson Dr. Giovanni Tapang, KMP spokesman Wilfredo Marbello, Gabriela spokesperson Lana Linaban at iba pang grupo.

Ayon kay Rep. Ocampo, minadali umano ni Pangulong Arroyo ang proseso ng pagpapalabas ng EO 420 at nilabag nito ang mga batas dahil ipinalabas ito ng walang naganap na public hearing.

"Not only did the President disregard the decision of the Supreme Court against the unified identification system as expressed in Ople vs Torres et al, but the executive order is also in violation of the confidentiality clause of RA 8282 or the Social Security Act of 1997, she underminded the legislative power of the Congress," ani Ocampo.

Anila, ang EO 420 ay bahagi lamang ng isang istraktura sa pagkuha ng impormasyon sa isang tao at maaaring magbigay ng pangamba sa mga mamamayan isa man itong aktibista, simpleng mamamayan o nagmula sa isang oposisyon. (Ulat ni Gemma A. Garcia)
