Sa tatlong pahinang resolusyon ni Judge Alfredo Flores ng branch 167, hindi umano kailangan ang TRO dahil sa wala naman umanong malaking pinsala na idudulot ang PPA charges sa publiko.
"The injury feared by petitioners is yet speculative in the abscence of evidence that the imposition of the PPA was not commensurate to the purpose of giving them the pleasure of using electricity without interruptions and thus, excessive or made only for the benefit of the respondents," ayon kay Flores.
Sa mga nakaraang hearing, iprinisinta ng mga nagpetisyon ang ilang consumer ng kuryente ukol sa perhuwisyong naidudulot ng PPA tulad ng pagkaputol ng suplay nito kapag tumatangging magbayad.
Isinampa ang petisyon para sa abolisyon ng PPA sa pangunguna ni dating senador Juan Ponce Enrile at ilang grupo. (Ulat ni Danilo Garcia)
