Banat Opinyon

Katungod sa mga senior citizens

SENIOR CITIZEN - Antolin dela Serna - Banat

Tingali og ato na kining nakalimtan, ug angay hinumdoman nga usa sa mga objectives sa RA 9994 kon Expanded Senior Citizens Act of 2010, mao ang pag-ila sa katungod sa mga senior citizens, “to take their place in society;” sa ato pa, dili ma-wani, dili mapadaplin, ug dili maisip nga second, o third class citizens sa atong nasud.

By themselves, they are valuable and integral part of Philippine society, ug mahimo pa, nga ang ilang kinaadman, kahamtong, ug kasinatian (wisdom, maturity, and experience) kapahimuslan pa ug  kahatagan og bili sa katilingban.

Giingon usab nga ang existence sa mga elderly, himuon nga concern, o kaakohan sa banay, sa katilingban, ug sa kagamhanan, nga ma-improved ang ilang well-being, ug palig-on ang ilang participation sa mga katilingbanong kalihokan, for public good.

Ingon man, pag-awhag ug pagdasig sa mga senior citizens pagtampo, o pag-contribute to nation building.

Moreover, gisubay usab ang deklarasiyon sa Constitution nga, “it is the duty of the family to take care of its members, while the State may design programs of social security for them.”

On the other hand, ang United Nations (UN), for its principles for elder persons, states that “the elderly should have access to other income-generating opportunities, and to appropriate educational, cultural, spiritual, and recreational resources of society.

Most probably, this is being executed or being carried out in some foreign countries, kay dinhi sa ato, it seems nga wala kini nato buhata.

Additionally, ang UN advocated, o stood for the elderly to remain integrated in society, to “participate actively in the formulation of and implementation of policies (importante kaayo ni), that directly affect the well-being of the elderly, and share their knowledge with younger generation.”

Sa 25th anniversary pagsaulog sa International Day of Older Persons, ang UN Secretary General, namahayag: “We recognize that older persons (kitang mga senior citizens) are an enormous asset to society and make a significant contribution to global development.”

Ang mga assets to society naglangkob sa mga individuals nga adunay special social skills ug positive personal attributes nga makatabang pagpauswag sa quality of life sa katigulangan.

Matud ni Carmen Pedrosa sa The Philippine Star, “Humanity will not progress until we understand what old age is about, what human beings should use for it. We need the seniors, because some of them are troves of wisdom (treasures of information), but we have cast them aside, because we think they would not be in step of the times.”

Subay sa tinguha pag-maximize sa quality service ngadto sa mga senior citizens, ang gobyerno mipasar og mga presidential proclamations ug executive orders, sama sa Presidential Proclamation 1048 nga nag-declare alang sa usa ka nationwide observance sa International Year of Older Persons;

Executive Order 266, nga nag-approve ug nagsagop sa Philippine Plan of Action for Older Persons;

Executive Order 105, nga nag-approve ug nagmando pagpatuman sa programa pag-provide og mga foster homes alang sa mga gipasagdan, giabusahan, ug gisalikway nga mga senior citizens ug PWDs.

Dugang government assistance: social pension, mandatory PhilHealth coverage, social safety nets, ug death benefit assistance.
