Scrapping the K-12 program altogether could lead to bigger problems such as higher youth unemployment, Sen. Sherwin Gatchalian said yesterday.
While he acknowledged the growing frustration among Filipino parents over the K-12 program, particularly the additional two years of senior high school (SHS), he said the program could lead to more benefits than consequences such as unemployment.
“If we think about it, if we remove it, then at 16 years old, the students have already graduated and will then search for jobs,” he explained.
“But since they are only 16, they would only get jobs that don’t pay well. I fear that because they have jobs already, maybe they won’t go to college anymore,” he said.
Rather than abolish SHS, Gatchalian proposed trimming the duration of college education, pointing out that many general education subjects taught in college are repeated from SHS, wasting students’ time and resources.
“We can make college three years or shorter,” he said.
Gatchalian said this proposal can be implemented without passing a new law, but he and his team are drafting legislation to institutionalize the reform and fast-track its adoption.
“We are drafting a law now to make college two to three years. This means students can focus on their courses or concentration,” he said, adding he would be filing the measure in the 20th Congress.
Gatchalian made the statement after Sen. Jinggoy Estrada filed a bill seeking to remove the SHS level under the K-12 program after it “failed to deliver its promised benefits.”
In Senate Bill 3001, Estrada is proposing the removal of the SHS level in order to “rationalize the country’s basic education system.”
