Ang Universal Social Pension Act for Senior Citizens

Niay nindot unta nga kasayoran, nga ang allocation alang sa Social Pension for Indigent Seniors Act (RA 11916), gi-doble gikan sa P25.30 billion in the 2023 General Appropriations Act (GAA), ngadto sa P49.89 billion sa proposed national budget for 2024.

Note nga alang lamang kini sa mga indigent senior citizens. Ang mga dili indigent senior citizens diay, nga wala nay mga trabaho, wala nay klaro nga income, ug sama sa mga indigents nagkinahanglan usab og maintenance medicines, pasagdan lang ni sila?

Kini diay’ng Social Pension for Indigent Seniors Act (RA 11916), ni-lapsed into law niadto pang July 30, 2022. Akong sabot niini, nga gikan sa pagka-balaudnon, ang most probably na-sumiter na ngadto sa Office of the President, apan, wala matagad, ni-lapsed na lang into to law. Maoy hinungdan nga namugna ang National Commission of Senior Citizens (NCSC), ubos sa Office of the President, sa tuig 2019, “as a national coordinating body on ageing, to ensure the full implementation of laws, policies and government programs to protect older adults' welfare, review and conduct related studies, and recommend policy to Congress and the President.”

Nga kon maghisgot kita’g mga concerns sa senior citizens, pagsulbad sa mga suliran niini, kaakohan kini sa NCSC. Dugang niini: “The National Commission of Senior Citizens advocates for laws and policies that will provide job opportunities and better retirement for older people. Along this, we take their overall health and wellbeing seriously.”

Ang NCSC magmugna og mga kahigayunan sa panarbaho alang sa mga senior citizens nga wala pay kakulian sa panarbaho, kaya pa, lig-on pa, ug magamit ug kapahimuslan pa ang ilang wisdom maturity, ug experience.

Ang NCSC nag-abolish sa the National Coordinating and Monitoring Board (dihay panahon nga ang Regional Coordinating Board, ubos s DSWD regional office, naglihok ug active kaayo. Usahay gani makatambong ko sa ilang mga tigum ug kalihokan, bisa’g wa koy labot).

Ingon man, ang pag-create sa NCSC nagbalhin sa mga related functions DSWD ug SSS (?) ngadto sa NCSC apan, sumala sa akong tinubdan, wala pa kini ma-implemented. Ambot ngano.

Ug ania: “As of July 28, 2020, the Implementing Rules and Regulations (IRR) of this law were still being reviewed by members of the Commission.” Dugaya nilang tuon ug pag-review sa IRR alang sa balaud nga maghatag kanato’g daghang kaayohan?

Niay maayong prorivision, nga kon ma-implemented na, makalipay kanatong tanang senior citizens: “ALL senior citizens, regardless of financial status or economic bracket, shall be entitled to a monthly stipend of Two Thousand pesos (P2,000.00) to augment the daily subsistence, medical needs, and other necessities of senior citizens, subject to review every two (2) years by Congress, in consultation with the DSWD and the National Commission for Senior Citizens.”

So, alang kini kanatong senior citizens, dili kinahanglan nga ma-indigent aron maka-benefit kita sa mga benespisyo nga dala sa Universal Social Pension Program sa gobiyerno, kay managsama ang atong panginahanglan with the indigents.
